Area Based Development 
Karakalpakstan and Kashkadarya region

2008–2010

The UNDP Area Based Development (ABD) programme in Uzbekistan contributes to the implementation of the Government’s regional development policy as expressed in the Welfare Improvement Strategy. Based on the experience and the lessons learned from previous interventions, the ABD programme combines a geographic and thematic focus.
Improved living standards, as the strategy says, are the results of various factors: improved availability and quality of employment; strengthened public support to families with dependants, especially those with young children and interventions to improve the quality of basic social infrastructure and services, especially by the rural population.
The programme will be implemented in selected districts and communities of Karakalpakstan and Kashkadarya regions to improve the capacity of the authorities to support local development plans and the capacity of communities to take part in and contribute to their socio-economic development. Nationwide, the project will support improved access to microfinance and demonstrates alternative small-scale technologies and approaches for the improvement of living standards in rural areas.
An integrated programme implementation approach, joint administration and management will ensure that the components in Karakalpakstan and Kashkadarya in synergy with the Enhancement of Living Standards, a similar project in the Fergana Valley and the TB project in Karakalpakstan, funded by UNV and UNDP, thus multiplying impact on the ground, while at the same time, ensuring effective resource utilization.
This three year programme is an integral part of UNDP’s strategy of promoting human development and the achievement of the Millennium Development Goals (MDGs). The project builds upon UNDP experience of integrated rural development projects in Kashkadarya region where UNDP and local authorities have pioneered microcredits and support to farmers and in Karakalpakstan and Fergana Valley where the joint EU-UNDP ELS project has used the MDGs to identify community problems, and ways to address them for improved access to basic services and income generation
