During April 18-20 of 2011, the Area Based Development (ABD) project jointly with the Council of Ministers of Karakalpakstan and the Academy of State and Social Construction (ASSC) conducted training for the government representatives of the regional Ministries and Khokimyats of Karakalpakstan.

Midlevel government representatives have been trained on modern methods of the effective management, development of local plans, as well as on methods of conducting monitoring and assessment. The trainees also were presented with the Millennium Development Goals, and with the efforts taken by the government of Uzbekistan and international organizations for the achievement of the goals by 2015.

Earlier, in June of 2010, within the ABD project a 15 day course for training of trainers (ToT) was organized jointly with the ASSC. In order to select the most appropriate candidates for the training, UNDP jointly with the Ministry of Economy of Uzbekistan, Council of Ministers of Karakalpakstan, Khokimyats of Fergana, Andijan, Namangan and Kashkadarya regions have conducted selection of the trainees for the TOT. Upon the completion of the ToT, the newly trained trainers have conducted workshops in the regions by themselves.

Five local trainers from the Republic of Karakalpakstan, who have participated in the ToT, have participated at the training on personnel management, developed with the support of the international consultant Fergus Murphy in august of 2010. This was a part of the trainings on the effective management.

The basis for all the activities for conducting the ToT, development of the training modules on effective management, development of local plans, monitoring and evaluation was the results of the conducted capacity assessment of the state organizations providing public services to the population. The capacity assessment of the state and public organizations has been conducted jointly with the RBEC, Ministry of Economy, and the Council of Ministers of Karakalpakstan in 2009.

Currently, the local trainers, who are teaching at the Karakalpak State University (KSU), after participation in the ToT are spreading the knowledge to the university students through educational process. Thus, the Effective Management training course, which was initiated by the ABD project, now is further being expanded.
